Default need some help

I dont know what to do. I have changed a bad fuel pump out of the front tank of a 1990 302 f150. The truck still will not start. It is getting fire because it will turn over if I spray some starter fluid in the throttle body. I know that the injectors are getting there electrical signal because I have checked the plugs witha noid light. I have fuel at the rail but I dont know what the pressure is. I dont have anywhere close to get a fuel gauge. There is a new PIP in the disy but not a new ICM. I really think it is something to do with lack of fuel. The truck sat for quite some time. Could it be possible that all the fuel injectors are clogged? If so can i clean them with out removing them? Any suggestions I am lost, I am very close. I acts like it wants to fire but then never does.

not much you can do with out a gauge, except throwing parts at it. you might have a bad, pressure regulator. letting the fuel flow right through back into the tanks.
