Default mystery cable

Hey I am still awaiting my manual but trying to get some stuff done.

Can anyone tell me what this cable is? I don't see anywhere to connect it. it is behind the pedals close to the ebrake.

The hi/lo works though. Its the floor button style. So that can't be it. This is a 1990 xlt auto lariat. The blinker doesn't work. The hazards do work. I replaced the relay fuse thing in the fuse box, still nothing. Are these related to blinkers?

The hi lo is in place. I see what you were sayin. This is higher on the wall portion as opposed to the sloped part of the floor. The cables on the engine side all join together in a wrapped bundle.
