Is there supposed to be a hose attached to this nipple?

Yes theres supposed to be a hose but its a quick turndown anyway to keep water out....All that canister is-is an air intake for the air injection pump for the Smog system......

No, it's not. That's a different nipple, not visible below the one he's asking about. But the turn-down hose connected to it IS visible in his 2nd pic.
