does anyone know what Thermactor air system fault is?

Thermactor =secondary air system aka smog pump.

Default TAD solenoid

Thanks, have been troubleshooting through possable causes and have found what I believe may be a high resistance ground issue. When checking for power at the TAD solenoid with multi meter I had 11.5v but could not get the known good solenoid to respond. Checked power with test light ( no power). Kept the test light on the power(red) wire of TAD and went to battery ground and had power. So power from EEC relay good. Checked ground wire (white/blk) to connector at driver side fender well, checked good. I need to get to the EEC and ring from pin 11 to fender well and if that's good I guess the EEC is maybe bad? I don't have any reference on how to remove the EEC? Any help on this would be awesome.
