Default Instrument panel

I recently purchased my first f150 and my instrument panel doesnt work any thoughts?

Meaning....? No gauges, no lights, what? Have you pulled it out to makes sure it's all hooked up? And what year is your truck.

Its a 1995 f150 and i believe that the previous owner dis connected them to hook up their own gauges like oil pressure and water temp. I do have my '' dummy'' lights just my odometer, oil and water gauges, and my speedometer I do have an 1994 parts truck to well get parts from. But due to the constant sub zero weather and lack of a barn i have yet to establish what the true issue is i just know its not a fuse for sure, are there any tell tail ways to find out whats wrong?

As far as I know just pulling it out and making sure its hooked up.
