Default IAC question

okay so my truck has a high idle (1,200) and if i blip my throttle it comes down a few hundred. if i unplug my IAC my truck idles normal......plug it back in and bam! idle goes up.

i removed the IAC, full of carbon. the plunger will wiggle slightly where as i feel it should not. with the electrical motor removed the plunger fully seats and block air from passing from port to port but with the actuator installed it lets a slight bit of air threw. question, is this normal for it to let air pass by in the closed position (not a lot of air, but its i figure it should be totally air tight)? im going to get some TB cleaner today to try and clean it up.and why would my truck stay running with the iac disconnected. i have a lot of stress going on in my life right now and my head is running overtime so any help would be greatly appreciated...thanks yall.

Never had the reason to disassemble the IAC, yours does sound worn and bypassing to much air. Suggest swapping with a known good part.
