Hub spindle nut question

Default Hub spindle nut question

Alright so here's my issue. I've done a few hub bearings but mines a little different. Normally
You would have the spindle nut, washer, and lock nut. Mine has a case with the notch in it like the washer and inside the case is a ring of teeth with a spring behind it. The spindle nut has teeth on the inside and has no lock nut. Guessing the spring loaded teeth hold the the nut from moving. My question is how do I torque this. Do I do the 70 ft lbs and back off 90 or is it different

On top of that I just took apart the passenger side and the ring is broken

That's suppose to be a self locking spindle nut, but from the looks of the pictures, it looks broke because I'm not sure if they're suppose to come apart like that or not.

Yeah I ordered new ones for both sides. Not gonna chance it
