Default HELP please

Hi Guys I have currently acquired a 91 F150 302 4x4 with an auto tranny.
Mind you this is my first ford in twenty years so any and all help will not be taken for granted.
First thing I had to do was replace the Master cylinder, not a bad job but still time consuming; got it done and then worked on the tranny had to replace the speedo cable and the vss sensor along with siphoning some of the fluid out of the tranny which had been overfilled. Now it shifts smooth as silk, well here is where I need some help, got in it this morning to take the kids to school and wouldn't you know it nothing. It would not turn over at all.
1.) first thing was to check battery voltage a ok
2.) relay on the fender was replaced, I couldn't get power across it
however I cannot seem to get power across the relay even though it was replaced.

Here is what it is doing.
all lights are good to go when you enter the vehicle but as soon as the key is turned to the start position it as if a resetable fuse trips and you loose all power for a minute or two and is reset only to repeat the cycle does this make sense to any one out there and is there a schematic that shows all fuses, fuse links and so on, and could it be a bad starter causing the problem, which is the next thing for me to check. Any thoughts, homemade remedies, omens, good luck charms and ect... sure it can't hurt lol
going out to check the starter thanks for your time

I did think that it might be the battery earlier and tried jumping it off with another vehicle but no luck.

New discovery here; while the small red wire with blue stripe is removed from the starter relay the electrical system does not "power off" if you will. As soon as the wire is replaced turn the key and the electrical system is dead until it resets. What is this wire for? Does it go to the ignition switch?
