Has anyone ever had the fuel pump in the front tank pump fuel to the back tank?

my friend has a 94 f150 and his back tank filled his front tank. what happ[ened is that when he would fill his back tank the fuel would go to the engine then on the return trip to the rear tank it just dumped into the front tank. so then when the front tank was full it would dump out the charcoal canister and be wasted. the only way to fix this is by replacing the fuel pumps.

Thanks, and yes I've found out both pumps need to be operational to prevent this.
