Fuel Tank Issues

Alright,I have a 1993 F-150. For the past 3 days I've been trying to take the fuel filler cap off but I cant seem to get it off. It's really frustrating! Thanks in advance for the help!

Break the old one off and put on a new one, they are about 5$-10$.

Pry the top off with a screw driver or something and use pliers to get the base out of the filler neck.
