Fuel pump question

BUT. Many newer vehicles use fuel pump power modulation to control fuel flow. I don't know if 94 models had that. So, better study up on that before I create a wild goose chase for you. 6 volts seems very low for any 12 volt system though.

So I checked my 20amp fuel pump fuse on the constant hot side with the key off and got 12 volts. Then checked the constant hot fuel relay terminal and it only shows 6 volts...does that mean the problem is in the fuse box?
