Fuel Pump Issues.....
Thought I'd post to let anyone else with the same problem know how mine turned out, and no, Sean, I never actually measured the fuel pressure. The order of events is that the ecc/pcm is supposed to engage the fuel pump when the key is turned, then cut it out after about two seconds if the key is not turned to start. If the pump continues to run then the ecc is malfunctioning. Since I had just replaced one I had to assume that something else was causing the unit to malfunction. Since the problem was way worse in the presence of damp or rain I started by looking for a water problem. Found one. The windshield wiper well had some sort of foamy gasket around it at one time which had deteriorated badly. As a result of this water was running down the driver's side firewall in the engine compartment and getting past the boot on the million pin ecc connection.
I replaced the ecc, fabricated a shroud to divert the water from the firewall with 6mil plastic, duct tape and silicone caulk and she runs like a champ now.
