Default fuel pump change

My truck is 1996 f150, 6cyl basic with midship duel tank. I am planning a fuel pump(s) change. I like to ask few questions.
1. I read here and elsewhere that it is very hard to diagnose which pump is at fault. Is this why it is sometimes recommended that both pumps be changed? My problems are hard start on front tank, front tank sending unit not working and gas moving from rear to front. All point to front tank pump change and some people here seem to be changing just one. Do my problems point to just the front pump or should I change both because of the age of the truck? I just remembered, another reason for changing both pumps may be because you can't change just one pump/sending unit? Sorry that my memory on this isn't clear but I think I read that both sending units must be replaced at the same time.

2. How do I decide if I need new tank? Is it only when I see a leak or see a lot of rust in the tank? How much rust is a lot? Sorry, this sounds like a dumb question.

3. I read, but can't find it now, that I should use a brass punch to remove something in the fuel tank. What was this about?

4. I have scissor like tool for removing the fuel filter. Do I need other kinds of tools for removing other fuel line connections?

1- Sounds like front pump might be going, unless the screen is clogged and it is not necessary to replace sending unit unless it is not working,

2- If the tank dont leak, its ok unless the seams are looking bad as in pitted or rusted bad

3- The brass punch is probably for knocking the lock ring off, brass due to a possible spark from a metal punch, but a large screw driver should work

4-No, you just need the right size of the tool

Thank you for the reply. I am guessing few steps here, so please correct me if wrong.
1. I can keep the working sending unit and the pump (rear tank).

2. My fuel filter disconnect tool should fit other connections at the fuel pump. I am guessing here that fuel pump connections use the same kind of connections as the fuel filter.

there's two differnt size lines i think 3/8's and 1/4

Yes you can keep the sender, you can just buy a pump for $60-$80, a sending unit asy w\ pump is around $160. Your tool if its a 4 way should fit all fittings.

Are you planing on dropping the tank or are you gonna remove your bed ?? If your gonna remove your bed I would do both pumps while your there...if your gonna just mess with the front tank and you not sure if its the front good luck...

1. I am still thinking about buying fuel pumps with senders or buying them separately from Ford. Depends on Ford price. I've got some advices from Ford parts counter before, so I think I will again. But people are saying that Ford parts are expensive.
As a part of this question, I like to ask if I should also buy new o-rings for fuel lines and new pump lock ring (flange?)?
2. Ford parts should be able advise about the fuel line tools. I only have one kind with 2 sizes. By the way, I also found out that 3/8 line may have hairpin clip kind of connection and 1/4 line has push lock kind. These kinds don't need special tool except the hands, according to Autozone records.
3. I may try moving the bed. To do this easily, I am thinking of making a kind of superstructure that will wheel over the bed and lift it. I figured all I need is some 2x wood and some straps.
I did read some posts about troubles I can get into doing it this way. If I strip the bolt or mess it up, I have a grinder to grind off the head, and will have some bolts handy. I think I also read that I need to replace the bed exactly, or else I may get vibrating noises later? How tricky is replacing the bed? I was thinking that all I had to do was match the bolt holes?
