Default Fluctuating Idle?

Hey yall, I have a question. Every morning when I start my truck, it’ll fluctuate between 1000rpm and 1500rpm. I know it already idles high but could this be a possible vacuum leak? Doesn’t matter if it’s hot or cold, it’ll do this at idle all the time. New TPS, coolant temp sensor and AIC, I should add. EGR delete also, but it did this before that. Thanks for any help and my apologies for the vague description.

Vacuum leaks would be my #1 suspect, but I'd also pop the vacuum line off of the FPR and check for evidence of fuel being sucked through. Does it still surge with the IAC unplugged?
