Is this engine out of the vehical? If you have the ability I would do a tear down inspection at any rate.. this is an Ideal time to plunk in a new set of gaskets, seals, and so on before it is installed.

Rusty cylinders!!! I had the same issue with my boat motor years ago(351w). Don't force it! You will break the rings. Pull the plugs and get some light oil sprayed in the cylinders. WD40, or a penetraiting oil of some sort. Worse case you will need to pull the heads and clean the cylinders up by hand. If it's been sitting that long there's probably rusy everywhere. Pull the valve covers off and have a look at the valve train.

the previous owner have allready force it
the engine is still in the car.
ill try to fill all the engine with diesel, here in sweden and i guess also in the US its well known that diesel can solve rust and in the same time lubrificate..
ill let it stay so for a week or soo..

Sounds like a valve is stuck open.
The diesel trick might work. IF you can get marvel mystery oil that is better.

I didn't want to say it either if the engine sat with a less then good set of head gaskets it will let coolent into the bores and it will rust a ridge around where the piston is sitting. If it is too bad the block is junk.

It is for this reason when you put an engine in storage one of the things you do is drain the cooling system and pour some #2 diesel fuel in the bores.
