Default Electrical Problems, *massive* power issues randomly, and OBD1 code

Hi all!

My busted *** truck has more issues (besides the shocks and wheel bearings taht just died).

3 Electrical issues I cannot diagnosis:
1. My horn only works when the car is OFF - acc or on it doesnt work
2. My headlights bounce on and off at every bump
3. My turn signals dont work

My second issue - sometimes the truck drives perfect. OTher times, especially after its warmed up - you hit the gas and it doesnt move. RPMs dont go up, it sounds like its nearly going to die, it just sounds awful. Its like all the power is gone and it can take a few minutes to generate enough momentum to get going 30mph again and not be stranded. But the next day itll be fine again. At a hunch, I just replaced the fuel filter since everything else was not taken care of on this truck - but what else could that be?

FINALLY - I pulled the codes on the truck and I got:
Code 31 - EGR position sensor below minimum voltage

What can I look at for this?
