Electrical Issue with Fuel Pump

1994 300 dual tanks, front tank is the only one used
I've searched this forum and found a lot of useful stuff, but I can't seem to find exactly what is causing my issue. My truck will crank, but won't start. I pulled KOEO codes and found code 542 (fuel pump open, bad ground or always on.) The fuel pumps don't prime when key is turned to on position, selector switch is fine, and relay is good. When I ground the EEC test port (position A, fuel pump relay ground) I can hear the relay click, but the pump doesn't do anything. I have power at the relay, power at the inertia switch, and power at the selector switch. What am I missing? Bad PCM?
