Default EGR Sensor Check

Hey guys,

93 Ford 4x4 5.8l E40d

I have been having some bogging type symptoms when on the highway and i hit a hill. I was checking the resistance on the EGR Sensor and the book says I should have about 5k ohms. I was reading 3.2k Ohms on the sensor. Would this indicate off the bat that something is wrong? I do not have a vacuum pump to see how low the resistance goes... any thoughts.
