Default Dumb questions

So, pulled the head off my truck (94 f150 i6) because of a bad head gasket. By homie helping me poured water into the the intake/exhaust ports to test for seat fitment. He said that two of the seals leaked a little and that it would behoove me to lap the valves while the head is off. So i go to O'Reilys and asked about it, he said that I do not have to pull the valves and that the lapping compound gos on the edge of the valve and do it with the values in the head, contrary to what my homie said which is that we ought to pull the valves.....

Also, the lifters, i know that with oil in them, eventually they bleed down, but if there isn't any oil in them, should I be able to depress the spring? Cause I cannot, STIFF.......any thoughts questions or ideas are welcomed. Thank you for your time.

You shouldn't be able to depress the springs by hand.
You have to remove the springs to be able to lap the valves. You can't do it with the valves still installed in the head.

The springs I know one cannot compress by hand hahaha but thanks for answering the lapping question. That makes sense.
