Default Died and no start

Not sure to do signature with all my info. I do have it listed under my profile. so just to confirm

96F150 5.0 E4OD XLT

I had an in-line spark tester between coil and distributor. No spark. I ohmed the primary of coil and i get .4.

I was watching a video of a supposed technician. He was probing the top wire going into the TFI/ ignition module. With key on he was getting 10 volts. I am not getting that 10 volts.
What do I need to check?
I have no CEL

I tried to check codes with a scanner, and it said there are no codes stored. Typically I plug it in and turn key on, not running and initiate the sequence and all the sensors start clicking. Then I will get a list of codes if there are any.

I can’t do this at this time. Should I suspect a bad ECM?

I would check the volts at the small wire going from the ignition switch to the coil, ie one of the small wires on the coil. Again don't forget to turn the key on.

Are you talking about the switch on the column?
Or just check the two wires at the coil?
Should I just use a test light or a meter?
What readings, if meter should I get?

You need to read this page (it's long) and then perform the diagnostic procedure:

Yes that proves you are getting power up to the coil from the ignition switch. I would certainly assume one of three things went dead. The ignition module, the coil, or the PIP in the distributor. I would start by testing or replacing the ignition module.

With an LED test light I proved PIP wire at ICM, with other end to positive terminal. Cranked engine, test light flashed and engine started.

This according to others is indicative of a bad PIP.

I suppose time for new distributor.

As long as it is new, does it matter where it comes from?
Anyone have any preferences?

Well if one of the three I mentioned above, the ICM or the coil or the PIP isn't firing the injectors won't fire.
