Default CEL is on

It comes on after about a block. I have been trying to track down the problem. Its really driving me nuts. I bought a repair manual and it doesnt show how to test some things. Wasted $37.98 on it.
After working on it some a replacing some parts I have new codes.
KOEO 111 111 everythings OK
stored codes
327 DPFE or EVP circuit below minimum voltage of 0.2 volts.
I tested this idleing and came up with 13.7 V, is that normal?
332 EGR valve opening not detected
This is an old code, I have been trying to nail down. Still lost.
659 High vehicle speed detected while the vehicle was in PARK.
I think I need a new sensor. Gonna test it later

KOER
411 Cannot control rpm during KOER low RPM check
412 Cannot control rpm during KOER high RPM check
Same sensor as 659
225 Knock Sensor (KS) signal not sensed during dynamic response test.

Also the battery is getting 13.7 volts idling, I thought they should be around 14.5 volts
