Better intake and better flowing exhaust, underdrive pulleys, a guy online here said he gained 4 mpg by putting in a new thermostat rated at 165, an electric fan would help too. See what Jet chips has for your year.

!8/23 MPG's (when I drive specifically for maximum miles) on my 87' 302 auto trans. w/87 octane. Balanced compression output, stock Motorcraft plugs, sidegapped to.054. 60K coil (48K would have been fine, but it was a packaged deal), brass cap & rotor, MSD Superconductor wires, 16BTDC base timing. K & N drop in air filter, Synthetic fluids, 60% distilled/ 40% antifreeze, 180 F thermostat, wax once a month weather it needs it or not. Lucas Injector cleaner every 5 tanks, Seafoam through the air intake manifold prior to oil changes. 11 MPG is what you get if the ECU isn't entering closed loop function, or some combination of maladies. Or mods made w/o MPG's a concern. I've just about talked myself into some aluminum underdrive pullys. Not sure what they'll do to MPG's. I could spare 1 or 2 mpg's if I the performance increase is worth it.
