Default bad evr?

So I took my truck to a smog/mechanic and he tried to figure out why my CEL comes on. He removed the top cap off my EVR and put his finger over it.
He said the idle should change and it didn't. He said I needed to replace the EVR. He checked the vacuum coming out of the EVR and and it climbed very slowly, he said it should climb faster than that. I never heard of the hold your finger over the piece thats under the cap test before. Is this legit?

The EVR was bad, when I replaced it, it corrected all my problems.

Great that you are fixed, but EVR?, EVP has no vacuum, but EGR Valve does, so maybe a terminology interpretation....
