Default '95 shifting problem

1995 F-150 Eddie Bauer.
Shifting problem.
Seems like it starts off in too high of gear and no power. Will not downshift when headed uphill untill the accelerator is all the way on the floor. Will not adjust gears for load when towing trailer.
When you mash the accelerator, it finally does downshift.
Is there a sensor that is defective here or what?
Thanks!

Check to see if it has a detent cable. That is a cable that goes from the transmission to the throttle body. If it does make sure its hooked up. If there isnt one you may have a bad throttle position sensor.
