I was going to say change your fuel filter,but you already have.could be your fuel pump going out or bad wiring around the distributor.

You said "wont start until i move the wires to the distributor and than it starts and runs ruff for a bit".....I'm thinking the wires connecting to the spark plugs are loose and NOT snapped on tight enough? Push down harder on ALL of them and re-try starting.
