Default Is there any way to test a wiper control unit?

I thought this might have been the culprit for unresponsive windshield wipers but all the solder joints look OK.

When I would try to use the wipers I wouldn't hear the motor like some other members with similar problems.

Check for a blown fuse. Unless you have knowledge about circuit boards and SMT component testing, your only option is to purchase a new or good used replacement.
If you want to learn more about SMT and IC electronics, Radio Shack offers several books on these subjects.

Check For Power And Ground. First At The Motor And Go From There. Get A Wiring Diagram And Go From There. Diag First Then Fix...
