Default Tail light socket corrosion.

Replacing the tail light on my 1995 F150 LB 4x4 and the plastic socket that holds the bulb has black crumbly crap all over it.
Is this corrosion or did it burn? Either way, what are my options?

Corrosion there is usually white. Don't know what you have. If you have real doubts about the socket, buy a new one and wire it in - that will be cheaper than the "I pulled you over because you have a tailight out" experience.
