Unfortunately these trucks really hold their value and you have to pay to play. I bought my 05 lariat supercrew 2 months ago with 107k miles for 14k.it has every single option including factory subwoofer, bed extender, spray in bed liner and tonneau cover. I put another 600 bucks into spark plugs, cops, vct solenoids, filters, etc. Mine slightly diesels at idle and I'm just trying to get used to it. The repair is 1200 bucks at the dealer for both phasers, probably less a an independent shop if you like the truck and are comfortable with the payment terms, buy it. There is nothing a little time and money can't fix and this board is a wealth of knowledge.

IMO, "someone" removed the steering wheel, and put a "Lariat" steering wheel on it. {If they did that, what else has been changed??}

chances are, and i'm just guessing here...

perhaps the airbag went off on the original one and that's the best they could do to replace it?
