Interesting. The only "foam" of any kind I have in there is the felt lip on the air filter (!). I guess that is my problem.

Would you happen to have a picture of where the foam should be, and what it looks like?

I will try to take a pic when I go out but its pretty easy to check. there are 2 clips that you unclip to take ur air filter out. Unclip those, pull the drawer completely out. look at the face of the drawer that has the clips, on the back of that part (the part that touches the rest of the air box) on the right and left sides and across the bottom, there should be a foam gasket. It wears out really bad. Both right and left side should be about 2 inches long and bottom around 8 or 10 inches. You can pick up weather stripping at home depot for about $3 or so.

Perfect, that pic helps a ton.

I went to Home Depot and bought some foam weather stripping that is the perfect size. Installed it but still have the same engine noise at 2200 RPM and at about 2500 RPM.

I'm back to thinking this is a bad pulley. If its not that, then I"m worried its something more serious inside the motor...

Ok, this is fixed. So a while back I broke my oil dipstick and ordered a replacement. Turns out they shipped me the wrong dipstick and I've been overfilling my oil. Probably 1.5qts too full. Now that I have the right amount of oil in the motor, I don't have these noises anymore.
