I'm going to say more than likely it is the clock spring, it may not have a good connection and as you turn the wheel it causes the buttons to work intermittently.

One check I have found for checking the clock spring is the horn, does it work, not work, or intermittently work sometimes? Working horn, I have normally found that the clock spring is good, no horn or intermittent horn, usually a bad clock spring has been part of or the whole problem. By the way, I do believe that replacement buttons are available, maybe Crutchfield.com? Have you tried to clean the connections?

I do have a clock spring recall open, that I haven't gotten to looks like I might have to get that done!

I've never had a issue with the horn not working
