The wheels I was looking at were 20x9 -12. Is that a minimal amount or should I definitely be looking at something at least a 0 or + ?

Looking at my stock setup it almost looks like I'm already pretty close to the control arm.

Yep, on stock setup it will be close if not slightly rub at full lock.

So now I'm looking at a 20x9 +25 offset with a 33x12.5 tire. If I'm already close to the control arm, wouldn't getting a positive offset bring the wheel/tire in, making it even closer, especially running a much wider wheel/tire than I do now? I realize it would help with the rubbing on the fenders, but I'm worried about the arm. Or would the leveling kit be what brings that up and out of the way?

Technically yes, you would be closer than like a 0 offset but you wouldn't be as close at your factory wheels. In all honesty I just can't see it rubbing with the 33x12.5. I know on my tire and wheel set up I had to trim the front valance slightly and I pulled back on the other part. I will post a pic.... not the best pics but it's all I got right now

I have a 2" level with 305/55/20s on stock rims. I sometimes have very minor contact when reversing to the left..?
