Unhappy 1998 F150 Won't Start

I have a 1998 Ford F150 that has went unused for 2 years. As far as I knew, the only problem that was wrong with it was the fact that the battery was dead. I replaced the battery today but it still won't start. When you turn the key it never totally turns over and when you press the gas (while cranking), the sound does not change. Under the hood it states that if the truck won't start try the fuel pump shut off switch may solve the problem but I can't find it. Others have said that the fuel line may be clogged due to the inactivity or the gas has went bad (while in the futile process of cranking the panel shows low fuel but it has a full tank). Any help would be greatly appreciated!!!:

okay do you have a way to throw a fuel pressure gage on it to see if the fuel pump is working in 98 or about that year the ford motor company went with a capacitor setup under the passenger fenderwell that would kick the pump from high to low pressure setting to save the pump from workin hard i had one be faulty causing the car to only run for a short while before shutting off the part is a dealer only item 35 bucks or so but any way check the normal spark and fuel then you can start checking valve timing and such But remember if it wont turn over it will not start Pull the plugs and try to turn it over by hand the starter maybe bad or not getting enough amperage cause of corroded cables if it sat anything is possible

I would turn the key to the on position, wait for a few seconds, then shut it off and do this about ten times... What it does is it resets the fuel pump and primes the system...

Are you using the old gas in the tank, or new?

Where are you located? Could be a fun project to get into with ya! How much did you pay for the truck? Mileage, etc...!
