Personally i hate the wheels on jacks. I have never seen one yet that over time is not bent. Due to the wheel is always offset it puts more force on one side of the jack. Ill be cutting the wheel off...

If putting fresh fluid does not help it would be a safe bet the steering box needs replacement. Seals may be worn out in it and as the fluid heats up its slipping past the seals.
