this may sound absurd and totally ridiculas but make sure your alternator is putting out straight dc and not bleeding AC voltage, had one do that exact same thing and the recitifer bridge was bad...

I know this is an old post, but the sensor reading in Ohms for the rear is 800-3500 from the ford diagnostic manual. always use dielectic grease when reconnecting

sometimes the hoses won't bulge, they can deteriorate on the inside and that can lead to your calipers sticking on....this won't in itself make a soft pedal but it gives you another avenue to check...
