Glad you saved it! $250 leaves a lot of budget for getting it cleaned up! Getting it off the ground and the dirt off it will be the best right now.

If you have quality ballasts they will be waterproof. Otherwise, behind the valance above the bumper stays pretty dry. Make sure to use dielectric grease on all connections.

I would choose the 275s. The height isn't nearly as big as an issue as the width is. You can probably fit either, but I prefer taller vs wider

You'll be able to run the 305 as stock, but I know that the 315 will rub. I put 33x12.5x17 on my dads FX4 and he rubbed on the front valance on tight corners and in reverse. Not sure of the width...

The 17x9 will give an extra 1/2" of tire inside the fender, neither should be a problem with the tires you want. It may be an issue if you ever go to a 315 (12.5") wide tire though.

Your 2006 should only have two cats up front, the 04-05s had four of them. Change the O2 sensor first, if that doesn't work, get the Magnaflow replacement cats.

Make sure the headlights that you're working on are set to the middle of their adjustment. When you install the projectors, you're modifying the same bowl that the halogens use and will adjust them...
