Help! 95 f150 no start

Default Help! 95 f150 no start

My 95 F150 XLT 4x4 4.9L I6 won't start. I have determined it has 0psi fuel pressure at the rail. When I have the tank selector switch on rear tank and the key on I hear the fuel pump prime. I disconnected the fuel line going to the tank side of the fuel filter and turned the key on and not even a drop came out of the line. When the switch is on the front tank nothing makes noise when key is on. Checked inertia switch. What could it be? Is it possible for a fuel pump to be bad even if it makes noise when the key is on? Trying to avoid having to remove the box to change the pump if I don't have to. Dropping tanks is not an option. From Iowa, truck is too rusty.
