There is a diagnostic flow chart for bouncing needle in the service manual
Most ARE fixed with a new FORD VSS
Aftermarket VSS ia a no go, has been my experience
I sure would put a new PSOM in it
Visit a pick n pull lot and pull your own PSOM without purchasing the whole cluster
