Default Neutral safety switch? Cruise not working and no reverse lights.

I bought a '94 F150, I knew the clock spring was broken so I assumed that was why the cruise didn't work. No such luck. Clock spring is new and works fine, cruise still doesn't work.

I checked the power to the module and it has power and the switched send signal there. I took the cruise motor apart and it looks clean and in good shape.

I also notice there are no reverse lights, new bulbs, just no power to the harness out of the switch.

Can the switch go out like this but not cause the OD light to flash and the truck still shifts fine?

Any hints on where to look next?

The MLPS (neutral safety switch) is a good possibility at least for the backup lights.

The cruise is my main concern. I plan to get the reverse lights working also but I was curious if the two issues could be connected?
