another thing I've seen happen is the spout does need reset it basically holds all timing memory. if you start it up and unplug it does it run any smoother? it is on the drivers side toward the front. it's just a little plastic plug

I will have to investigate that spout more. Will you notice a difference at idle when you remove the spout?
I seem to notice at least on my fords that when there is any type of electrical draw that the volts drop and then come back up a little.

Well I think I know why my sensor was not screwed in. It appears that the intake is not exactly right. This truck must have had some engine work in the past and the put whatever on. Or like yours just a different engine altogether. There is a place for it to thread into but the intake prevents from screwing it in.
What about cable tying to fuel rail it would be more rigid and maybe still perform like it is supposed to

This is going a different direction. It seems there is a lot or at least oil coming through EGR into intake. Could this be causing my issues.
When I first started tearing into this truck the EGR port was plugged off. I drilled it out. The plugs did not look all oily.
