It was the STARTER !!!
I was determined not to troube-shot with my wallet so i lived with this problem for several weeks and researched all the possibilities.
Finally decided to try the starter. Nothing else made sense. The PO told me they changed the starter and it got a little better but reverted back after a few months (and not many miles)
So I put in the cheapest starter I could find and like magic, it worked.

Between myself, the previous owner and a very good local mechanic everything was checked and cleaned. THis was a mystery problem probably caused by cumulative issues related to current flow and a stater that came from the reman.
The PO gave up on it before he was willing to go back to the starter. I just got lucky.

Glad you solved the ghost in the machine problem. Hopefully it's problem free aside from normal maintenance for years to come.
