Default Rust Between Drip Rail and Rear Window

I have a '93 Supercab with vent visors on all 4 windows. I believe the combination of drip rail issues, which I only recently learned about, along with the tape on the visor's underside contributed to this issue. It doesn't appear to have made it fully to the window frame for whatever little satisfaction that provides. It's obviously leaking into spots where water isn't intended, so my question is can this be fixed?

I'm not a body guy but can envision the section being cut out around the window to the roof and a new section being welded in place. Whether this piece is from scrap or fabricated isn't a big issue, but again, I don't know all my potential options. Thanks for any inputs.
