Default Heavy carbon build up on plugs amd gas smell in oil

I have a 93 F150 with the 4.9 and I've been trying to isolate some problems with the engine. The truck had been sitting a while and I did some maintance work to the truck. I notice extremely high carbon build up on the plugs and a smell of gas in the oil. The engine is also starting easily every time but it runs rough for a few seconds and then it will idle high, around 1500 to 1200 rpm. It runs smoothly once it's been running a few seconds but I've also noticed it never fully reaches operating temperature. I don't know if everything is related or not but check engine light isn't on and I'm not exactly sure where to start.

If it doesn't get to operating temperature, the fuel management system will stay in open loop - and dump a lot of extra gas.
Thermostat should be a 192 degree.
