1989 5.0 Sluggish acceleration/hesitant starting

1989 5.0 Sluggish acceleration/hesitant starting
Hey everyone, this is my first post.
I just picked up an 1989 f150 5.0 from the original owner. He told me that the truck isn't running as well as it used to, it accelerates slowly and has some difficulty keeping freeway speeds. Also it takes a little bit of extra cranking to get it to start.
What was done recently:
-New spark plugs, wires, distributor
-Timing adjusted
-New fuel filter
-New air filter
-Cleaned throttle body
-A little seafoam through the vacuum and the rest in the tank
No luck...
Just before I bought the truck the owner smogged it and it passed so I'm guessing it's not a clogged cat...
He also did a diagnostic when he did the smog and they noted that the truck has a rough idle. They also believed that the problem might be with the fuel pump.
Any ideas?

It does have the dual tanks and there is no check engine light...
I've noticed, when starting the truck with the front tank there is a loud humming noise.
I'm wondering if there's an issue with the in tank pumps or maybe the high pressure pump.
Just tested with a fuel pressure gauge and its holding a good 38 to 40 psi. However there is very little residual pressure when I turn the truck off? Could this be an issue?
