Shock Mount

I've got a 1995 F150 regular cab with a long bed that I'm going to replace the shock mounts on both sides because the threads are too rusty to reuse even if I sandblast them. The problem is that one of the rivets sits up against the fuel lines. I know I'll have to bolt the new shock mounts in. How do I get the bolts mounted in if the the fuel line is right up against it? If anybody could help me out here with any info with this that would be greatly appreciated. Thanks for viewing.

This TSB explains how to R&R frame rivets in general:

This one describes those mounts specifically:

Have you found the replacement mounts?

Yeah it looks like I can get them off ebay or lmc truck. The rivet below which is hidden by the shock is the one that is right up against the fuel lines. And yes I know it's rusty but it's a Nebraska and Iowa truck that I'm planning to sandblast the frame from the cab back.
