Turn key on, hear fuel pump. Doesn't start. Wait a min and hear another pump, starts!
So it's a 95 XLT with two tanks. I have no idea what this second pump noise is, but it starts after I hear it. I can try cranking and cranking but until I hear this pump after about a minute of sitting, it starts. I can hear the fuel pump prime for a few seconds when I turn the key on but it doesn't start until it sits for a few. Runs great once started. Any thoughts?

The pump should only run for ~1sec after key-on. Click this & read the caption:
