I'm betting it's your Idle Air Control valve, or TPS and it could be that main engine block ground.
It doesn't take long to test those.

Default Things tested

I’ve tested everything and from what I’m getting everything is working getting the 5volts on throttle sensor opening the throttle slow to make sure it goes up then back down tapping on sensor and still going up and down I also cleaned air idler valve because I don’t see how to test so I’m really sitting here smh don’t really know what else to test also getting 5volts on the map sensor

Default What’s next

I’ve tested everything that’s being asked and I’m getting the numbers (volts,ohms) that everything is asking for I’m really at a loss I don’t understand it

Something's got to be wrong with your fuel gauge then, or with it's connection.
If the engine is running, there's some fuel pressure there. Maybe you need a different adapter or to remove the Schrader valve from the fuel rail fitting.
Also, I think '95 engines have Mass Air Flow sensors (MAF), not MAP sensors.
We need someone to chime in who is familiar with Mass Air Flow sensor testing.
Also, have you pulled engine codes, to see what they say? Can you keep the truck running long enough to warm it up, to pull codes?

This is what I have it’s just a pic I never replaced it
I can keep it running and try to get codes and will take valve out tomorrow and see if it has pressure

Ok, so you do have a MAP sensor. I thought all '95s got MAF, but I was wrong. All '96's got MAF.
Maybe codes will narrow down the troubleshooting process.
Take the Schrader valve out on a cold engine, because once you start the truck, if the fuel system is working properly, there will be fuel pressure at that valve, after you shut the truck off.
Will the fuel gauge you have adapt properly to the test port without the Schrader valve?
Also, on the subject of engine block grounding, you could try connecting one side of a jumper cable between the battery negative terminal and the engine block, to see if the problem resolves itself.
Pull codes first though, because if you inadvertently cause a disconnection of that ground connection, codes will be erased.
