That's a damper. It won't affect fuel pressure or cause a no start.
When you checked voltage at the fuel pump harness, what ground did you test to? The harness ground?
When you turn the key to run without the diagnostic connector jumpered, the fuel pump should cycle on for about 2 seconds. Is that happening?
Can you hear the PCM and fuel pump relays click on, then back off, when you cycle the key?
Do you have a tachometer? If so, when you crank the engine, does it move?
It sounds like your fuel pumps are bad, but by jumpering the diagnostic connector, you're grounding the fuel pump relay manually, so you're bypassing the normal grounding process in the PCM.
Also, check the condition of the main ground cable, that runs from the battery negative terminal to the engine block, or starter bolt and frame. How clean are the terminal ends, at both ends? Is there bare corroded wire at the frame connection?
That ground can cause hard to troubleshoot issues.
I just replaced the rear pump with new front tank not available right now and the truck is still not getting pressure at fuel rail but will start if I keep giving fuel I have the front tank capped off and disconnect
yes I can hear the relays clicking when key is turned also the pump will run for the few seconds when key is turned on

By it will start if you "keep giving it fuel", do you mean if you press the accelerator it will start?
When it starts that way, can you keep it running by pressing the accelerator?
That would indicate a possible Throttle Position Sensor or Idle Air Control valve issue.
There are threads around here on how to test both of those.
If the Throttle Position Sensor is telling the computer the accelerator is floored, the injectors will shut off.
Yes if I turn the key and hit the accelerator truck will start and need to keep hitting accelerator to keep running will look for the other thread on testing
