They shouldn't be that unless you put different gears in the diffs. Stock should be 3.08 3.55 and 3.73 if you lucky

Well guys its been awhile sense I last posted in here I've done wires plugs coil and timing at 14 base and including what I did when I first posted this thread. Can I say I'm stumped I don't know what what else to do I'm averaging 11.5 mpg's. I've checked for codes and got none I've changed the way I drive the truck nothing changed in the mpg area. No vacuum leaks either. What else could I be missing? Any ideas will be greatly appreciated thanks in advance.

It's a Canadian thing eh!
How long are you're daily commutes, to say work and back or to school?
Remember, if you're truck is not getting up to temp (180deg F or higher), then the truck will still be dumping fuel into the engine to get it to temp. Once the T-stat opens up and the temp sensors picks this up, the truck now will adjust the fuel to maximize its economy. So if you never drive more then 15min at a time, its no wonder I bet 3/4 of people here get crap mileage. You don't get 18mpg right off the bat.
For example, here is my mileage from a few weeks ago and look at the water temp(on the gauge, not cluster), my speed, RPM and calculated HP. Using this I can control my MPG by monitoring what the engine is doing and how heavy I am on the gas. This is just getting off the highway through town on a slight downhill, so it bumped it up maybe 2 mpg. Daily I get from 15-17 if its warmed up, if I do short burst or drive hard, I get crap 10-13 mpg. On a very good day where the conditions outside are good, easy 18-20.
