I've heard that the Sylvania Silverstars are the brightest? But be warned when you put a bright white halogen light in it will hurt you... white light isn't that great for seeing all the dust particles/bad weather so it won't help much in bad weather. But it'll help in regular driving (LED kits put out so much light you never notice that with LED kits).
They are like $30 a pair I think for the Silverstars, something around there.

If you’re going to run halogen bulbs, run the standard long life versions. The silverstars and anything else won’t make much of a difference.
Slightly whiter, sure, brighter, no. Shorter lifespan, yes, cost a lot more with little to no benefit, yes.
