Modular Ford... Agreed. The 2009 and 2010 improved 5.4 and 6 speed is much better then older 4 speed versions.

We are morons? Well I didn't buy a 5.4 with hopes of it being a tow-pig.

My 04 towed rather well. Yanked my Saleen over the mountains several times and got decent mileage. It was a 5.4 with 3.73 gears

Does assembling a bunch of parts produced overseas constitute built in the USA? True of most everything these days.

As someone who worked for a company that produced "Made in the USA" products we were limited to the percentage of parts that could be manufactured outside the USA. I retired in 2009 after 37 years and IIRC we were limited to 30% of non USA made parts. That said, we imported entire non-serviceable components that made up the bulk of the machines. If the part went bad that entire unit was changed.

Not certain how US automakers are regulated but anecdotal stories have said the same - 70% here with 30% from outside the US but there are thousands of parts (nuts, bolts, stamped panels, etc made in the US ) that could go a long ways towards the 70% rule if true.
